Objectives

At the end of the lesson, pupils should be able to:

  1. Identify and explain the main functions of the Legislative Arm of Government.
  2. Describe the duties and responsibilities of the Senate and House of Representatives.
  3. Discuss the importance of the Legislative Arm in the law-making process.

Entry Behaviour

Pupils should already know about the different branches of government (Executive, Legislative, and Judiciary) and have a basic understanding of their roles.

Functions of the Legislative Arm and Its Duties and Responsibilities

Functions of the Legislative Arm

  1. Law Making:
    The primary responsibility of the legislative arm is to create, amend, and repeal laws. This process involves several steps, including drafting the law, debating its merits, and voting on it. For example, when the government wants to introduce a new law to improve education, the legislative arm discusses and approves it.
  2. Representation:
    Legislators represent the views and interests of the people who elected them. They gather feedback from their constituents (the people in their area) to understand their needs and concerns. For instance, if a community is facing issues with road safety, legislators will bring this matter to the legislative assembly.
  3. Oversight of the Executive:
    The legislative arm monitors and evaluates the actions of the executive branch (the President and government officials) to ensure they are implementing laws effectively and acting in the best interest of the public. They can hold hearings and investigations to assess government performance.
  4. Budget Approval:
    The legislative arm is responsible for approving the national budget, which outlines how the government will spend money on various services, such as education, healthcare, and infrastructure. Legislators discuss and modify the budget before it is passed, ensuring that funds are allocated appropriately.
  5. Ratifying Treaties:
    In many countries, the legislative arm has the power to approve international treaties and agreements made by the executive branch. This ensures that important agreements, such as trade deals or peace treaties, are in the nation’s best interest.
  6. Constituent Services:
    Legislators help their constituents navigate government services, offering assistance with various issues, such as applying for social services or understanding legal rights. This helps to build a connection between the government and the people.

Duties and Responsibilities of the Legislative Arm

  • Debate and Discuss:
    Legislators engage in discussions and debates about proposed laws. This process helps to ensure that different viewpoints are considered before a law is passed.
  • Committees:
    Legislators work in committees that focus on specific areas, such as education, health, or finance. Committees review proposed laws, hold hearings, and make recommendations to the full legislative assembly.
  • Voting:
    After discussions and committee reviews, legislators vote on proposed laws. A law typically needs a majority vote to be passed. This process ensures that laws reflect the will of the people.
  • Public Engagement:
    Legislators often hold town hall meetings or public forums to gather input from their constituents. This engagement helps ensure that the voices of the people are heard in the law-making process.
  • Constitutions and Amendments:
    The legislative arm has the authority to propose changes to the constitution. This is a significant responsibility as it can shape the fundamental laws of the country.
